The Monetary Authority of Singapore (MAS) is streamlining the product approval process for life insurers while maintaining robust consumer protection.
Amendments to MAS Notice 302 on Product Development and Pricing and MAS Notice 321 on Direct Purchase Insurance Products, effective 21 November 2024, introduce a tiered notification system based on the novelty of product features.
Prior approval from MAS will now be required only for products with features entirely new to the Singaporean life insurance industry.
Such approval requests must be submitted no later than one month before the proposed product launch date.
This allows MAS to thoroughly assess these novel products for adequate pricing, capitalisation, and consumer disclosures before they are launched.
This is critical because existing regulations may not adequately address entirely new product features, and the long-term nature of life insurance contracts necessitates careful scrutiny before launch.
For product features already offered by other insurers in Singapore but new to a specific insurer, prior approval is replaced with a notification requirement at least one month before launch.
This notification provides MAS with lead time to review materials and proactively engage with the insurer to ensure compliance with existing regulations.
This shift acknowledges that existing regulatory frameworks should adequately address these product features, placing the onus on insurers to ensure compliance.
For products with features not new to the insurer, notification to MAS is still required, but the timeline is within seven working days after the product launch.
Similar amendments apply to Direct Purchase Insurance (DPI) products under MAS Notice 321.
New or re-priced DPI products with features new to the insurer require notification to MAS at least one month before launch.
All other DPI product launches must be notified to MAS within seven working days.
