Singapore wants to make it easier for retail investors to understand IPOs before putting their money into newly listed companies.
The Monetary Authority of Singapore (MAS) will support the Securities Investors Association (Singapore) (SIAS) in developing IPO guides that summarise key information from public offer documents.
The guides will highlight areas investors should examine but will not recommend whether an IPO is a good or bad investment.

Chee Hong Tat, Deputy Chairman of MAS and Minister for National Development, announced the initiative at the SIAS Investors’ Choice Awards on 21 October.
MAS is also reviewing regulations to encourage more independent IPO research.
The Grant for Equity Market Singapore (GEMS) Research grant scheme was enhanced in 2025 to provide additional funding for research coverage.
Singapore’s Stock Market Sees Higher Trading Activity
The measures come as Singapore works to attract more listings and improve stock market liquidity.
Average daily trading volumes have exceeded S$2 billion, up more than 40 percent from 2025. Turnover among the Next 50 constituents has also risen 93 percent.
Singapore Exchange (SGX) recorded 10 new listings as of August 2026, raising about S$1.4 billion.
Singapore Targets January 2027 for Listing Review Changes
MAS and SGX RegCo aim to consolidate listing review functions under SGX RegCo by January 2027.
The proposed change would allow IPO applicants to deal with a single regulator.
The authorities expect to publish their consultation responses soon.
MAS will also provide further support to SIAS to expand investor education, engagement and recourse efforts.
The Corporate Governance Advisory Committee is expected to release proposals next week to strengthen board independence, accountability and long-term shareholder value.
